Therese W. McMillan To Speak at 2019 Commencement Ceremony
Therese McMillan has served as the Chief Planning Officer for the Los Angeles County Metropolitan Transportation Authority (LA Metro) since April 2016. In that capacity, she provides executive leadership for Metro’s planning, grant funding, and real estate functions. Key responsibilities include implementing the agency’s “Measure M” transportation sales tax ordinance; developing the countywide long range transportation plan; strategic fund program administration; focused initiatives in transportation equity and community engagement, transit-oriented development, “active transportation” planning and projects; and Metro’s contributions to the 2028 Olympic and Paralympic Games.
Prior to joining LA Metro, McMillan served as the Acting Administrator for the Federal Transit Administration (FTA) of the US Department of Transportation. During her almost seven years at FTA, McMillan led reforms in transit safety, emergency response and resiliency investment; capital planning and oversight, and civil rights program development and oversight, including Title VI and ADA.
Before her career at FTA, McMillan was Deputy Executive Director of Policy at the Metropolitan Transportation Commission, the regional planning and funding agency for the nine-county San Francisco Bay area. During her time with MTC, Therese was an instructor in transportation funding and finance at the Mineta Transportation Institute, San Jose State University. She earned her B.S. degree in Environmental Policy Analysis and Planning at UC Davis, and joint Master’s degrees in City and Regional Planning, and Civil Engineering Science at UC Berkeley.
Therese is a recipient of several awards, including the UC Berkeley College of Environmental Design Distinguished Alumni award (2011) and UC Davis College Agriculture and Environmental Studies Award of Distinction- Alumni (2016); Women’s Transportation Seminar (WTS) National Woman of the Year (2016); and a Conference of Minority Transportation Officials “Women Moving the Nation” recipient (2013).

Caps and Gowns
The Graduation Department opens in TBD for cap and gown purchases as well as announcements, diploma covers, and other graduation products.
Students have the option of wearing a UC Berkeley or ethnically-significant stole during the graduation ceremony. The UCB stole is a length of satin with a special embroidered UCB seal patch, and can be worn by any student to decorate the graduation gown. Especially nice for graduation pictures and regal-looking when worn in ceremony, the stole is available for purchase at the Cal Student Store.
The stole hangs around the back of the neck, with the two ends lying flat on the chest. Because of the fine satin, the stole tends to slip during heavy movement, so we recommend pinning the stole from the inside to the graduation gown. Stoles can be embroidered to include the name of a fraternity/sorority, student organization/club, sports team, or with “Class of 2014.” Often stoles are given to the organization's seniors as a congratulatory gift. They can also be worn unembroidered with just the patch.
Hood Colors for Students
Please note that for the College of Environmental Design, Master's students should receive “Chocolate Brown” hoods from the student store and Ph.D. students should receive Blue and Gold hoods.
If you are graduating with honors, you are eligible to purchase an honor cord to wear during your ceremony. You may purchase an honor cord at the Cal Student Store.
Grade-point average cutoffs and guidelines for undergraduate honors are posted on the CED undergraduate advising website.
EOP Graduation Gown Lending Project

The EOP Graduation Gown Lending Project helps to alleviate the cost of commencement caps and gowns for EOP students. Please consider donating any black graduation gowns you may own to EOP to help future first-generation and low-income students be the next cohort to graduate from UC Berkeley. To see how you can donate, please contact EOP at firstname.lastname@example.org or (510) 642-7224.
